Irina-Ioana Kuglay was admitted to the Bucharest Bar in 1996. From 1997 she was a prosecutor until February 2023, when she returned to the bar. She has the right to practice before all courts.

Irina specialises in criminal law. During her time as a prosecutor at the public prosecutor's offices of the District 1 Court of Bucharest, the Bucharest Tribunal and the High Court of Cassation and Justice, she worked mainly as a sitting prosecutor before these courts, in all types of criminal cases, as well as before the Constitutional Court, in the procedure of unconstitutionality exceptions raised in criminal cases. From 2014 to 2015, she was advisor to the Prosecutor General of the P.Î.C.C.J.

Since 2006, she has also been constantly involved in teaching, being a collaborating trainer of the National Institute of Magistrates for initial training in Criminal Law and Criminal Procedure Law. As an expert trainer, she has also held seminars and in-service training courses for magistrates at various prosecutor's offices and courts in the country and has participated in meetings on non-unitary practice of prosecutor's offices as an expert on behalf of the Institute.

From 2012 to 2014 she participated in the drafting of the law implementing the Criminal Procedure Code (initially as an expert in the drafting committee set up at the Ministry of Justice, and then, seconded to the Ministry, to the Department for drafting normative acts).

She holds a PhD in Law from the Faculty of Law of the University of Bucharest, a title he obtained in 2019 for research in the field of criminal liability for medical negligence.

She has lectured on criminal procedure and criminal law at conferences organized by the Faculty of Law of the University of Bucharest (in 2014, 2018, 2021 and 2023), by the Faculty of Law of the Babeș-Bolyai University of Cluj (in 2014 and 2017) and at the Congress of the University of Medicine and Pharmacy "Carol Davilla" of Bucharest (in 2022).

She has authored or co-authored several books and scholarly articles, including: Criminal liability for medical malpractice (2021), Criminal Code. Commentary on articles (2014, 2016, 2020) Code of Criminal Procedure. Commentary on articles(2015, 2017, 2020), Annotated Criminal Code (co-author with G. Bodoroncea, L. Lefterache, I. Matei, I. Nedelcu, F. Vasile; ed. C.H. Beck, Bucharest, 2007); Abolition of documents and annulment of legal acts in criminal proceedings (co-authored with A. R. Trandafir and L. Toma-Dăuceanu, in Romanian Journal of Private Law no. 4/2018); Return of the case to the prosecutor's office for irregularity of the indictment (in Caiete de drept penal no. 1/2018); Judicial control over the acts and solutions of the prosecutor and over the work of criminal prosecution (in A.U.B. - Supplement 2014); October sings from the wind: challenging precautionary measures ordered by the decision of the court of appeal in the light of the new amendments to the Code of Criminal Procedure (co-authored with A.
